In these clauses, the subjects and objects are not marked, and could fill either role. They could mean: (1) Yahweh makes the winds his messengers and he makes flaming fire his servants, as in the ULT, or (2) Yahweh makes his messengers winds and he makes his servants flaming fire. Alternate translation: [making his messengers winds, and his servants, flaming fire]

The psalmist is speaking of Yahweh as if he were making the winds his messengers. This image means that Yahweh uses the winds to carry out his purposes, just as a king would send messengers to accomplish his will. If it would be helpful in your language, you could use an equivalent expression or state the meaning plainly. Alternate translation: [sending the winds as he would send his messengers]
